Conclusion

Africa is well endowed with land and natural resources. This includes farmlands, range lands, forests, wildlife, minerals and water. These resources need to be harnessed because they are crucial in achieving socio-economic development. Nonetheless, Africa, especially Nigeria and Zambia, has failed to harnessing their lands and natural resources efficiently, equitably and sustainably, for the eradication of poverty, and the creation of wealth (Barraclough 1999). Apart from the two countries, other African countries like South Africa and Zimbabwe are still at a cross-road in respect of converting the large land mass to instruments of development. What the Nigerian and Zambian governments need to realize is that, for their land policies to work effectively, they need to be well informed about the issues surrounding land tenure in their country, which is germane to the enactment of effective land policies.

Furthermore, land tenure institutions should be continually adapted and regulated for the benefit of all the stakeholders in the land scheme, more important are the rural poor and the landless. The government also has the responsibility to balance the land hunger from the vulnerable population with sustainable development, which is the ultimate goals of the modern state. Moreover, the land policies that are enacted should account for the poor, people earning below the income margin and future generations. A more flexible approach to land policies in Nigeria, and Zambia, that benefits both the rural and urban population is needed. These policies should take into consideration the dichotomy between public and private properties.
